The Role of Kilkee Town Council

Local Authorities perform both a representational and an operational role because the Irish System of Local Government encompasses both democratic representation and public administration.

The representational role is performed directly by the 9 Elected Members of Kilkee Town Council, who are elected every 5 years. The Cathaoirleach of the Council is elected by the members of the council at the Annual Meeting which is held every year in June/July.

The functions performed by the members are called reserved functions and these lay down the framework of policy under which the Town Manager and Town Clerk operates. These functions include:

  • Adoption of the Annual Budget
  • Making, Amending & Revoking Bye-Laws

The Elected Members make their decision by Resolution at their meetings.

The operational role of Kilkee Town Council is performed by the Town Manager and Town Clerk. They are responsible for the day to day administration of the council. The functions carried out by the Town Manager are called "executive functions". These functions include the letting of houses and the appointment of staff. The Town Manager's decisions are made by written Manager's Order and these decisions must be consistent with policies established by the Elected Members.

Services

Services provided by Kilkee Town Council include the maintenance, repair and administration of housing and contributions to Voluntary Bodies. The Council prides itself in its involvement with the many community and voluntary groups that seek to improve the quality of life in Kilkee through community and environmental initiatives. These services are financed by money provided from Clare County Council by way of town charges as well as charges on Goods and Services e.g. Housing Rents.

Kilkee Town Council is regulated by E.U. Directives, National legislation and policy, Local legislation such as Bye-Laws and adopted policies of the Town Council. The accounts of the Council are also subject to audit by the Local Government Auditor who is employed by the Department of the Environment, Heritage and Local Government. Local Authorities are subject to investigation by the Ombudsman also.
