1. Minutes of the Annual General Meeting of Kilkee Town Council held on Monday 2nd July 2007 at 8:00 p.m. at the Sweeney Memorial Library, Kilkee.
The minutes of the AGM of Kilkee Town Council held on Monday 2nd July were adopted having been proposed by Cllr. Deloughery and seconded by Cllr. Keane.
2. Minutes of the July monthly meeting of Kilkee Town Council held on Monday 2nd July at the Sweeney Memorial Library, Kilkee.
The minutes of the July monthly meeting of Kilkee Town Council held on Monday 2nd July were adopted having been proposed by Cllr. Deloughery and seconded by Cllr. Keane.
3. Audit Opinion from Thomas O'Callaghan, Local Government Auditor
Siobhán Curran, A/Town Clerk advised that this audit opinion confirmed that the accounts of Kilkee Town Council are in order following the audit of the Annual Financial Statement for the year ended 31st December 2006.
4. Update on Hodges Green, UVR Scheme, Kilkee

The current status of the Hodges Green Urban and Village renewal scheme is as follows;
The Masonry stone wall and railing is now complete. The lighting (up-lighting and poles) have been installed and the application for a connection has been sent to ESB.
The Flag stone paving will be put in place this week with the footpath tarmac the following week.
Planting of shrubs to follow as soon as possible following the completion of the tarmac.

Cllr. Marrinan Sullivan requested that the remaining rubble would be cleared away and called once again for a town gardener to be put in place for Kilkee now that the Allenders Field and Hodges Green projects have come to fruition.
5. Prioritisation of new / upgrade lighting requirements

Please find outlined below all of the lighting requirements (new / upgrades) highlighted by the elected members over the last 2 years.
Lighting upgrades cost approximately €800 per light (e.g. a recent quotation for 5 upgrades on the Carrigaholt road was €3,688.75). Additional light costs vary depending on ESB requirements but normally range between €3,000-€5,000. Improvements works may proceed when a priority list is drawn up based on pedestrian and traffic safety and when funding is available.
It is now necessary to prioritise lighting (new/upgrade) requirements for budgeting purposes.

- Light No.'s 1 to 10 - Stella Maris to N67
- Light No.'s 9 and 10 - Strand Line
- Light No. 15 - Marian Estate (one additional light required)
- Light No. 2 - St. Patrick's Terrace - second light needed
- Light No.'s 3 to 7, 13 and 14 - Circular Road (one additional light required)
- Light No.'s 1 to 9 - Doonbeg Road
- Light No.'s 1 to 8 - Grattan Street
- Church Road/Chapel Street - two additional lights required
- Corry Lane
- Lane from O'Connell street to Ball alley lane
- Barrack Street
- Mt. Charles Terrace
- Vicinity of Convent
- Community centre.

Derek Troy, Town Engineer confirmed that an upgrade consisted of an up and out arm on existing lights. Cllr. Haugh expressed her frustration that they have been looking at the same list for the last number of years but that nothing has been done on the ground - action is now needed. The members prioritised lights for Circular Road and Church Road / Chapel Street.David Timlin, Town Manager requested that the members consider and bring forward other proposals in advance of Clare County Councils budget preparations.
6. Notice of Motion submitted by Cllr. Tom Nolan
That the Town Manager inform the Town Council of what, if any, attempts are being made by the County Council to reduce the damaging visual and economic impact on the area by the operation of a quarry at Moveen East, Kilkee.

The operators of the quarry at Moveen East have registered the quarry and are going through the post registration process with Clare County Council planning section. One of the operators Mr. Gerry Whelan has sought and has been granted a waste permit at this location 001/07/WPT/CC.
Condition 1 Scope 1.6 states that
‘Waste material imported to the facility is for use in the following activities only:'
- The construction of embankments to create visual screens, thereby mitigating the visual impact of the quarrying activity on the landscape
- The landscaping or restoration of areas where quarrying activity has ceased

Cllr. Nolan expressed his frustration that this quarry is getting bigger and questioned whether Clare County Council ever ascertained whether the owners have a right to quarry on a commercial basis or just for own personal needs. He said that Clare County Council did not pursue what level of traffic would result in the quarry licensing process and that an EIS should be requested from anyone looking to operate a quarry. He stated that Clare County Council has been remiss from not designating this area as an area of special interest.
He concluded that he was not impressed with Clare County Councils stewardship in this area and that this area should be given back to the department to handle professionally. He called for an EIS to be carried out at this stage.Cllr. Linnane advised that under the registration process re-instatement must take place.
Cllr Nolan said that no screening had been carried out and that re-instatement will not happen.Cllr. Linnane enquired as to what level of enforcement will take place & Cllr. Marinnan-Sullivan questioned how does anyone know what has been taken out of the quarry for reinstatement to happen.
David Timlin, Town Manager said that he would be surprised if the environmental consequences were not taken into account in the licence process. He said he would look at the Quarry Licences and waste permit and would report back at the next meeting.

" That Clare County Council move immediately to ameliorate the public bathing facility at Burn's Cove, Kilkee"

Works completed this year included the removal of three walls and roof of the existing shelter. There was no specific budget for these works and has been paid for from maintenance budgets. It is proposed to install a seating bench to the rear wall and also to tidy up any of the demolition rubble to complete the current works. The request for the hand railing to the access steps to the cove has been investigated and an application will be made to the Environment Section to seek funding.

Cllr. Nolan said that a handrail had been requested prior to the summer break and that he wanted Kilkee to receive the same treatment as White Strand in Doonbeg where a handrail was put in place as soon as it become apparent that their blue flag status was in danger. He said that Burns Cove was an increasingly popular facility, loved by people in Kilkee and that the way the old shelter has been left is a disgrace. Derek Troy, Executive Engineer said that he didn't realise that the height was so high and that it is not the easiest place to get access to for construction purposes. Town Manager, David Timlin said that Derek Troy would present an estimate of costs for works required for the October meeting.

"That the Town Manager report on the operation of Car Parks in Kilkee this summer, including use of Well Road facility, revenue from pay and display, parking tickets issued throughout the town generally".

No final report is available on this matter as the season is not complete. Clare County Council is anticipating a very busy weekend ahead as a result of the National Life Saving Championships and the Cois Farraige Festival taking place in Kilkee. These events have necessitated the need for the traffic warden to continue on duty until next week.
A final report will be presented at the October meeting on this matter.

At this point of the meeting Cllr. Linnane suggested that standing orders be suspended to hear a deputation from Railway Road. This was proposed by Cllr. Haugh and seconded by Cllr. Marrinan Sullivan. Jimmy Furlong addressed the meeting and apologised for his late arrival.He said that the purpose of his presence at the meeting was to remind the members that a commitment had been given to carry out a review of the Kilkee Traffic Management Plan at the end of the season. He hoped that this commitment would be honoured. He said that residents of Railway road have abided by the double yellow lines but that it had caused many headaches. David Timlin, Town Manager committed to an update on what format the review of the TMP would take at the October monthly meeting.

Loss of Shannon - Heathrow Flight
Cllr. Marrinan Sullivan expressed her concern regarding the withdrawal of the Shannon Heathrow service and felt that local TD's should resign their seats and force a re-election. She said that it was remiss of the Government not to have supported Ryanairs call for an EGM. All agreed that a strong message should issue from Kilkee Town Council to the Atlantic Connectivity Alliance in advance of next Thursdays meeting calling on the local Fianna Fail TDs, Kilkeen and Dooley, to vote against the Government on this matter.
